Russian President Vladimir Putin on Wednesday ordered the Defense Ministry to carry out a comprehensive review of sudden readiness of the Western and Central military districts, as well as a number of branches.

President Vladimir Putin ordered massive military exercises involving troops in western Russia, as pro-Western Ukrainian revolutionaries charted a new course in Kiev.

The military exercise is meant to “check the troops’ readiness for action in crisis situations that threaten the nation’s military security,” said Russia’s Defense Minister Sergei Shoigu, who added that Putin ordered the exercise Wednesday afternoon. The troop maneuvers will begin Friday and will last four days, and involve ships of the Baltic and Northern Fleets and the air force.

Shoigu did not make any reference to Ukraine, which shares a border with western Russia, the Associated Press reports. Opposition figures there are setting the groundwork for a new government after toppling the Russia-supported President Viktor Yanukovych. A Russian lawmaker promised Tuesday to protect pro-Russia activists in Ukraine’s Crimean Peninsula, where Russia has a major naval base.

It remains to be seen what kind of pressure Putin will apply in Ukraine and how he may seek to reassert his control in the country. When the protests began in December, Putin promised Russia would not use military force in Ukraine. “None of this means that we are going to go in there and wave our saber around and send in our troops,” he said at his annual year-end press conference three months before Yanukovych was overthrown. “That’s total rubbish. That is not happening and cannot happen.”

Forcing Ukraine to choose between close ties with Russia or the West is "dangerous", the Russian foreign minister has warned.

Urging the European Union and the United States not to intervene in shaping the country's future, Sergei Lavrov said: "It's dangerous and counterproductive to try to force upon Ukraine a choice on the principle: 'You are either with us or against us'."

Russia and the West should "use contacts with different political forces in Ukraine to calm the situation down", he added.

Later, British Foreign Secretary William Hague and his US counterpart John Kerry rejected suggestions that the removal of the country's pro-Russian president pointed to a Cold War-era divide between East and West.

They said both countries oppose efforts to split the former Soviet republic into pro-Western and pro-Russian territories.

Meanwhile, the former heavyweight boxing world champion Vitali Klitschko has revealed he plans to run for the Ukrainian presidency when elections are held in May.

"I will be on the ballot," the opposition leader said.

Mr Lavrov's warning came after acting leaders in Ukraine said they need $35bn (£21bn) to avoid defaulting.

The United States is ready to provide financial support to boost an International Monetary Fund (IMF) aid programme.

An existing $15bn (£9bn) bailout from Russia is also on the table, although Moscow suggested a deal that cuts the price Kiev pays for Russian gas had an expiry date and would have to be renegotiated.

The country's parliament also delayed forming a new government until Thursday.

Ukraine's acting president Oleksandr Turchinov met with officials to discuss "dangerous signs of separatism" in mainly Russian-speaking Crimea where there have been protests against the new leaders in the capital.

Mr Turchinov said: "During the meeting, we discussed the question of not allowing any signs of separatism and threats to Ukraine's territorial integrity (meaning the events which have taken place in Crimea) and punishing people guilty of this."

It follows the ousting as president of Viktor Yanukovych, who is wanted on suspicion of mass murder following violent clashes in the capital Kiev last week.

Parliament adopted a resolution urging the International Criminal Court in The Hague to bring Mr Yanukovych and other officials to justice for the violent crackdown on protesters.

The former president's whereabouts remain unknown, although it is thought he may have fled to the Crimean peninsula.

His aide Andriy Klyuev has reportedly been injured by gunfire, although it is not clear whether he was with Mr Yanukovych at the time of the shooting.

The Ukrainian assembly wants the deposed leader to be tried for "serious crimes" by the International Criminal Court in The Hague once he has been captured, although a spokesman for the court said it had not been asked to start an investigation.

At least 82 people have been killed in violent clashes between protesters and riot police during months of unrest.

Police officers in the western city of Lviv knelt in front of demonstrators and told the crowd they were ashamed of the beatings and killings in Kiev last week.

EU foreign policy chief Catherine Ashton, who is on a two-day visit to the capital, said the focus must be on getting the country through its immediate troubles, rather than addressing its longer term challenges.

- Грандиозным событием международного масштаба будет, если у российского государства хватит неумности устроить в Крыму абхазский вариант. Вот это может иметь тяжелейшие последствия для страны. А сейчас в Крыму пахнет абхазским вариантом. Когда оказывается, что в половине 4-го ночи по киевскому времени (отличное время!) отряд самообороны, 30 здоровых мужиков возраста не срочников, а такого, приличного возраста, это отряд самообороны. Потом оказывается... Ну, там сказали, были отставные офицеры спецназа там и бывшие афганцы. Вооруженные отличным образом занимают грамотно всё это здание, аккуратно там, не калеча совершенно, повязывают охрану. Какие-то там уборщики, подметалы, повара ночные – они их приспосабливают таскать свои сумки, рюкзаки с амуницией из автобуса с тонированными стеклами. Там еще 3 десятка крепких мужичков.
- Откуда там гранатометы? Откуда там снайперки? Что за ящики с гранатами в этих рюкзаках? Какие отряды самообороны? Кому вы вешаете лапшу на уши? Это классическое подразделение спецназа. Не надо «ля-ля». Если это не так, ну, значит...
- Вряд ли киевский, скажем так. Потому что сам собой спецназ не организуется. Само собой гранатометы в сумке не ложатся и не загружаются в автобусы. Это немного не то, что отряды самообороны, которые начинают с каких-то дробовиков, переделанных газовиков, там, охотничьих ружей и так далее.
- Далее. Когда они занимают это здание, первая мысль, которая возникает, - классическая провокация. Потому что теперь Киев поведется, начнет штурм, ты замучаешься штурмовать крепкое здание, которое обороняет рота спецназа. После этого там будут руины и сотня трупов. И начинается украинско-русское побоище. А там же еще мощная татарская община. И вот тогда, ребята, надо спасать своих в Крыму, потому что вариантов уже не остается. Не приведи боже.
- Оказывается, что они не вступают в переговоры, они не уполномочены. А это их кто должен был уполномочить? Потом оказывается, что они пропускают депутатов, чтобы они исполняли свои функции.
